Nieuwsbrief bezuinigingen en
herprofilering
Beste collega’s,
Op 9 januari hebben we tijdens onze traditionele Nieuwjaarslunch in
grote getale samen het glas geheven op het 2012. Ik heb tijdens de lunch
een toespraak gehouden; de tekst van deze nieuwsbrief is daarop
gebaseerd.
Taskforces en nieuw beleid voor faculteit
Vlak voor het kerstreces
hebben de drie Taskforces die ik heb ingesteld om mij van advies te
dienen over het onderwijs, het onderzoek en de ondersteuning, hun
rapport ingeleverd. Ik hoop iedereen in de eerste helft van februari de
belangrijkste nieuwe beleidslijnen en de consequenties daarvan te kunnen
presenteren. Vooruitlopend daarop alvast enkele grote lijnen.
Bezuinigen door te veranderen
Een van de allerbelangrijkste opgaven die we als faculteit hebben, is
ervoor te zorgen dat we de bezuinigingen niet uitsluitend bereiken door
te verminderen, maar zoveel mogelijk door te veranderen. Hoe paradoxaal
het ook klinkt, het feit dat alle universiteiten in Nederland hard bezig
zijn hun profiel aan te scherpen - en dat betekent keuzes maken - zal
ons ook gaan helpen.
Utrechts Onderwijsmodel
De universiteitsbrede vernieuwing van de onderwijsvisie die wij in onze
Utrechtse universiteit onlangs hebben ingezet gaat uit van realisme en
dus van krimpende middelen. Het zal de kunst zijn om de nieuwe visie,
die overigens voortbouwt op het succesvolle Utrechtse Onderwijsmodel, zo
vorm te geven dat we met minder middelen toch de zo gewenste hoge
kwaliteit in onderwijs en onderzoek kunnen blijven halen. Enkele
voorbeelden.
Helder onderscheid bachelor en master
Het onderscheid tussen bachelor en master moet helderder worden. Willen
we bijvoorbeeld de eenjarige master beter laten aansluiten op de
arbeidsmarkt - een wens waarmee we onze academische ambities heus niet
verloochenen - dan doen we er goed aan minder en geprofileerdere
opleidingen aan te bieden in plaats van meer en diffuse. We zullen de
mensen uit het werkveld er serieus bij moeten gaan betrekken. Voor de
researchmasters geldt mutatis mutandis hetzelfde. We hebben focus &
massa-programma’s in huis die uiterst succesvol zijn. Het kan toch niet
zo zijn dat onze researchmasters daar geen vruchten van zouden plukken?
Verbreding in de bachelor
Verbreding in de bacheloropleiding betekent de studenten over de grenzen
van disciplines te laten kijken. We belijden dit ideaal allemaal al
langer, maar laten we ons eens goed afvragen of we niet zelf de schotten
tussen de opleidingen op sommige plekken te ver hebben laten zakken?
Moeten we niet veeleer in termen van bredere kennisdomeinen gaan denken?
Core Curriculum Cursussen inzetten om de student geschiedenis kennis te
laten maken met de fundamenten van de wijsbegeerte of de taal en cultuur
van een land? De student Nederlands met de grondbeginselen van wat wij
als religiewetenschappen in huis hebben? Door het aanbod aan keuzes te
verhelderen en te structeren hopen we de opleidingen binnen onze
faculteit transparanter te maken. Door tegelijkertijd het aanbod te
verminderen, hopen we dit met minder middelen te realiseren. Ja,
cursusreductie. Nee, niet door iedere opleiding hetzelfde met minder
cursussen te laten doen.
Ambitie om bij de top te blijven
Als we niet alles in de lucht kunnen houden, moeten we reduceren. En dan
zo dat we onze ambitie om bij de top te behoren niet verliezen. We
willen studenten kleinschalig onderwijs met voldoende contacturen en een
goede begeleiding aanbieden. Misschien betekent dat wel dat we in ons
interne verdeelmodel meer middelen voor het onderwijs zullen moeten
uittrekken en dat betekent uiteraard minder middelen voor onderzoek en
ondersteuning. Ook hier willen we geen kaasschaaf hanteren, maar de
kwaliteit als uitgangspunt nemen. Dat houdt misschien in dat we naar een
systeem moeten waarbij er onderscheid zal worden gemaakt tussen de goed
en de minder goed presterende onderzoeksgroepen en individuele
onderzoekers. Dat is niet strijdig met het feit dat we een van de zeven
researchfaculteiten van de UU zijn. Overal om ons heen, zeker ook buiten
onze landsgrenzen, is onderzoekstijd niet langer een vanzelfsprekendheid,
maar iets wat met prestaties te maken heeft.
Enkele grote lijnen
Voor alle duidelijkheid: dit zijn slechts enkele grote lijnen van het
nieuwe beleid van onze faculteit. Ons bestuur beseft maar al te goed dat
het maatregelen met zich mee zal brengen die als pijnlijk en door
sommigen misschien wel als onverteerbaar zullen worden ervaren. We
kunnen er met ons allen op verschillende manieren naar kijken. Ik beveel
de volgende zienswijze van harte aan.
Paul Schnabel, de directeur van hetzelfde Sociaal en Cultureel
Planbureau, heeft onlangs in een lezing glashelder laten zien op hoeveel
mythes de Nederlanders hun oordeel baseren. Als sprekend voorbeeld gaf
hij de mening dat de samenleving in de jaren vijftig en begin jaren
zestig nog zo veilig was. Je kon de achterdeur gewoon openlaten. Ja, zei
Schnabel, dat kon inderdaad, omdat een getrouwde vrouw gedwongen werd op
te houden met werken en dus altijd thuis was. En ook omdat er
eenvoudigweg niets te halen was in de huizen: geen tv, geen pc, geen dvd.
Niets. Ik zou iedereen hier willen uitdagen: ga eens na hoe de opleiding
eruit zag in de periode tot de boom die eind jaren zeventig begon. Zo
kende de opleiding Nederlands na de oorlog slechts één hoogleraar. Pas
later kwam het besef dat letterkunde toch iets anders is dan taalkunde
en werd het ordinariaat opgesplitst. Hadden we er twee. In 1973 waren
het er drie. En nu? Negen. En laten we de kwaliteit van onze studenten
eens onder de loep nemen. Als het echt zo is dat we de afgelopen tien,
twintig jaar alleen maar hebben moeten inleveren op kwaliteit, hoe kan
het dan zijn dat onze beste studenten aan topuniversiteiten een PhD
kunnen halen?
Gaat er dan helemaal geen bedreiging uit van krimpende middelen?
Uiteraard wel en niet zo’n beetje ook. Maar als er geen geld bij komt en
we het niet stiekem in de kelder van de Kromme Nieuwe Gracht 46 kunnen
bijdrukken, zullen we het van iets anders moeten hebben. Namelijk van
onszelf. Onze eigen veerkracht, creativiteit, inspiratie en
betrokkenheid. Ik vraag jullie allemaal het komend jaar met ons de

Newsletter Budget
cuts and new faculty profile
Dear Colleagues,
On the 9th of January during our traditional New Year’s lunch we raised
our glasses in large numbers to 2012. I gave a speech during the lunch
which forms the basis of this newsletter.
Task forces and new policies for the Faculty
Just before the Christmas holidays the three Task forces that I had
established to provide me with advice on education, research and support
submitted their report.
I hope to present the most important policy points and their
consequences in the first half of February. In anticipation thereof here
are a few of the main points.
Economise through change
One of the most important challenges that we face as a Faculty is to
ensure that the cut backs are not only achieved through reductions but
by changing as much as possible. However much of a paradox it may sound
the fact that all universities in the Netherlands are busy reinforcing
their profiles – and that means making choices- will also help us.
Utrecht’s Education Model
The university wide renewal of the view on education that we have
recently seen applied in our university is based on realism and thus on
shrinking resources. The art will be to shape the new view, which builds
on the success of Utrecht’s Education Model, so that we are still able
to reach the desired high quality of education and research yet with
reduced resources. A few examples.
Clear distinction between Bachelor and Master
The distinction between Bachelor and Master needs to become clearer. We
want for example to align the one-year Master degree better with the
employment market - a wish which does not involve relinquishing our
academic ambitions – then we will benefit from offering fewer, higher
profiled programs instead of more but diluted education. We will have to
seriously involve people from the working sphere. For the Research
Masters mutatis mutandis is just as valid. We have the focus and an
abundance of highly successful programs available to us. It cannot be
the case that our Research Masters gain no benefit from these?
Expanding the Bachelor
Expanding the Bachelor’s degree means allowing students to look beyond
the borders of their disciplines. We profess to have held this ideal for
a long time, but should ask ourselves if we have not lowered the
boundaries between the degrees too much in some areas? Should we not
rather think in terms of broader fields of knowledge? Apply Core
Curriculum Courses so a history student is familiarised with the
fundaments of philosophy or the language and culture of a country? Give
the Dutch student a basic grasp of the religious studies that we have
available? By clarifying and structuring the availability we hope to
make the education within our Faculty more transparent. By reducing the
supply at the same time we hope to achieve this using fewer resources.
Yes, a reduction in courses but no, not by expecting the same
achievements from each degree but with fewer courses.
Ambition to remain on top
If we cannot keep everything afloat then we must lessen the load and in
such a way that we do not lose our ambition to remain at the top. We
want to offer students a small scale education with enough contact hours
and offer satisfactory guidance. That may mean that in our internal
distribution model we have to apply more resources to education and that
means of course less for research and support. Here as well we don’t
want to uniformly shave a little off each department but have quality as
our starting point. We may then have to change to a system whereby the
distinction is made between the well and less well performing research
groups and individual researchers. This is not in conflict with the fact
that we are one of the UU’s seven Research faculties. Everywhere around
us and certainly beyond our country’s borders, research time is no
longer a matter of course but something that is related to performance.
A few main points
For clarity: these are but a few of the main points mentioned in our
Faculty’s new policy. Our board realises all too well that it will bring
measures that will be experienced as painful by some and intolerable by
others. Together we can view it in different ways. I heartily recommend
the following outlook.
In a recent reading Paul Schnabel, director of the same Social and
Cultural Planning Agency, clearly demonstrated the number of myths upon
which the Dutch base their opinions. As an effective example he
presented the opinion that society in the fifties and beginning of the
sixties was still so safe. You could leave your backdoor open. Yes, said
Schnabel, you could, because a married woman was forced to stop working
and was thus always at home. Also because simply put there was little to
be got from the houses: no TV, no PC, no DVD, nothing. I would like to
set a challenge to everyone: imagine how education looked up until the
start of the boom years in the late seventies. After the war the Dutch
degree had only one professor. Only later came the realisation that
literature was actually different to linguistics and then the positions
were subdivided. We had two professors. In 1973 it became three and now?
Nine and let us consider the quality of our students. If it really is
true that over the last ten or twenty years we have only surrendered
quality then how is it possible that our best students are able to earn
a PhD at the top universities?
Will there be absolutely no threat posed by the shrinking resources? Of
course there will be and not just a small one either. Yet if we receive
no additional money and we can’t secretly print more in the basement of
the Kromme Nieuwe Gracht 46, then we need to find it elsewhere. Namely
from ourselves, from our own resilience, creativity, inspiration and
involvement.
I ask you all in this coming year that we apply ourselves. We’ll make
this a good year.
