Nieuwsbrief bezuinigingen en
herprofilering
Beste collega’s,
In deze nieuwsbrief informeer ik jullie over Nota 2015 (zoals we onze
facultaire uitwerking van Ambitie en Krimp nu noemen). Grote delen van
Nota 2015 zijn gereed, en deze willen we graag voorleggen aan iedereen
in de faculteit.
Vanuit de noodzaak tot profilering en bezuiniging zijn we in het
najaar van 2011 begonnen met een veranderproces. Via taskforces, de
conceptnotitie Ambitie en Krimp, prestatieafspraken en
Universitair Strategisch Plan, diverse overleggen en schrijfgroepen,
hebben we grote delen van Nota 2015 in concept kunnen schrijven.
Op 14 juni spreken we de stukken met departementshoofden, onderwijs- en
onderzoeksdirecteuren en ketenhoofden door. Vrijdag 22 juni staat Nota
2015 op de agenda van de faculteitsraad en dinsdag 26 juni is er een
facultaire informatiebijeenkomst.
Na deze overleggen binnen de faculteit en met het college van bestuur,
gaan wij verder werken aan Nota 2015, om die in september in zijn geheel
aan de Faculteitsraad te kunnen voorleggen.
Hieronder is kort de actuele stand van zaken beschreven (volledige tekst:

Nota 2015
Onderzoek
De faculteit sluit aan op externe ontwikkelingen en
maatschappelijke vragen, en zoekt nadrukkelijk aansluiting bij
de focusgebieden, strategische thema’s, Topsectoren en EU Grand
Challenges/Horizon 2020. Van onderzoeksprogramma’s wordt
verwacht dat zij zich op dergelijke externe uitdagingen richten,
waardoor ze de earning capacity van de faculteit versterken. De
onderzoekscapaciteit wordt gedynamiseerd, waarbij bewezen
kwaliteit de maatstaf wordt voor het toekennen van
onderzoekscapaciteit en middelen aan individuen en programma’s.
Onderwijsmodel bachelorprogramma’s
De faculteit biedt disciplinair onderwijs aan op de vier
domeinen: taal, media & cultuur, (kunst)geschiedenis en
wijsbegeerte & religiewetenschap. Hiernaast verzorgt de
faculteit de brede bacheloropleidingen TCS en LAS.
De nieuwe onderwijsopbouw richt zich op:
- samenhang: de (disciplinaire) major heeft
een duidelijke opbouw, context en leerlijn
- community: de opbouw en didactiek van de
major zijn gericht op het creëren van een gemeenschap van
studenten
- Geesteswetenschappelijke profilering:
studenten krijgen een brede(re) en stevige(r)
geesteswetenschappelijke basis.
Het onderwijs wordt aangeboden in samenhangende pakketten van
elk 30 ec.
Het cohort dat in september 2013 start, zal het onderwijs volgen
volgens het nieuwe programma.
De profilering van het onderwijs betekent dat wordt ingezet op
versterking van de Religiewetenschappen, waarbinnen ruime
aandacht is voor het Arabisch en Midden-Oosten. De hoofdrichting
Theologie wordt afgebouwd. Tevens heeft de faculteit het
voornemen om de opleiding Portugese taal en cultuur af te bouwen
en de inschrijving te sluiten per september 2014.
Teaching load model: DCU (Docent Uur),
een nieuw model
Aan het Teaching Load model, ontwikkeld om tot een evenwichtige
verdeling van onderwijstaken te komen, kleefden bezwaren. Het
TLM was te kostbaar en te grofmazig (ba-eindwerkstukken, stages,
ma-scripties en bestuurlijke taken waren niet goed
gespecificeerd). Het Teaching Load Model is daarom bijgesteld,
en heeft als uitgangspunt een Docent Uur (DCU).
Organisatie
De organisatie van de faculteit vanaf 2013, sluit aan bij vier
kennisdomeinen: taal, media & cultuur, (kunst)geschiedenis en
wijsbegeerte & religiewetenschap. De organisatie gaat er in het
kort als volgt uitzien:
Vier departementen:
- Geschiedenis en Kunstgeschiedenis
- Media- en Cultuurwetenschappen
- Talen
- Wijsbegeerte en Religiewetenschap
Zes Schools: vijf Undergraduate Schools en een Graduate
School
- Geschiedenis en Kunstgeschiedenis
- Liberal Arts
- Media- en Cultuurwetenschappen
- Talen
- Wijsbegeerte en Religiewetenschap
- Graduate School
Vier onderzoekorganisaties:
- Onderzoekorganisatie voor (kunst)geschiedenis
- Onderzoekorganisatie voor cultuur en
literatuurwetenschap
- Onderzoekorganisatie voor taalwetenschap (UiL OTS)
- Onderzoekorganisatie voor wijsbegeerte en
religiewetenschap
Bedrijfsvoering
De bedrijfsvoering (zie
organogram) volgt de nieuwe organisatiestructuur.
Uitgangspunten zijn:
- De ondersteuning wordt zoveel mogelijk op
locatie georganiseerd: “dichtbij tenzij…”.
- De bedrijfsvoering moet toegerust zijn om
de ambities en de nieuwe taken die daaruit voortkomen uit te
kunnen voeren.
- De ketens blijven bestaan, maar worden
waar nodig aangepast.
Hoewel een groot deel van het obp op locatie werkt, lopen de
hiërarchische lijnen via de ketens.
De ketens HR, C&M, de groep Facility Management zullen min of
meer ongewijzigd hun diensten blijven leveren. Belangrijke
wijziging is dat wij zullen stoppen met het Kennispunt.
Bij de ketens F&C, OSZ*, BBO en ICT & Media zullen
wijzigingen worden onderzocht en geïmplementeerd om een betere
dienstverlening te kunnen leveren.

Toen
Margriet Blom hoofd OSZ werd is afgesproken dat zij per
september 2012 gebruik maakt van de FPU regeling. Gezien
de veranderingen die voorgesteld worden bij OSZ en BBO
is het prettig om te kunnen melden dat Margriet bereid
is om dit uit te stellen tot 1 januari 2013. Daarmee kan
zij helpen om deze veranderingen in goede banen te
leiden. |
Financieel perspectief
Het financieel perspectief van de faculteit tot en met 2015 is
afgeleid van de Kaderbrief 2013 van het college van bestuur. Het
perspectief dat het college schetst, is minder negatief dan
hetgeen in 2012 werd voorzien. De bezuinigingsdoelstelling voor
2015 is nu k€1.650 ten opzichte van 2012 (waar we dus al 1.000
k€ bezuinigen).
Deze zomer zullen we de uitwerking naar departementale
budgetten beschrijven. |
Uitnodiging informatiebijeenkomst
We kunnen ons goed voorstellen dat er, na het lezen van deze
nieuwsbrief en Nota 2015, nog veel vragen zijn. Graag nodigen we
iedereen daarom uit voor een informatiebijeenkomst op dinsdag 26 juni
van 15.00-17.00 uur. We bespreken dan de inhoud van de hoofdstukken
van Nota 2015 en zullen vragen beantwoorden.

Newsletter Budget
cuts and re-profiling
Dear Colleagues,In this newsletter I will inform you
about Nota 2015 (as we are now calling our faculty development of
‘Ambition and Shrinkage’). Large parts of Nota 2015 are now ready and we
would like to present them to everyone in the Faculty.
Stemming from the necessity for re-profiling and budget cuts, we
started with a process of change in the autumn of 2011. By using task
forces, the conceptual model 'Ambitie en Krimp', performance
agreements, the Academic Strategic Plan, various consultations and
writing groups, we have been able to write large parts of the conceptual
description for Nota 2015.
On the 14th of June we will discuss these items with the Department
heads, Education and Research directors and Section heads. On Friday 22
June the Nota 2015 is on the Faculty Council’s agenda. A faculty
information meeting will take place on Tuesday 26 June.
After these consultations within the Faculty and with the Executive
Board we will continue to work on Nota 2015 so that we can present it in
its entirety to the Faculty Council in September.
Here below is a summary of the state of affairs (for the complete text:

Nota 2015
Research
The Faculty aligns itself with external developments and social
issues and expressly seeks affiliation with the focus areas,
strategic themes, top industries and EU Grand Challenges/Horizon
2020. The research programs are expected to focus on similar
external challenges thus enabling them to strengthen the
Faculty’s earning capacity. The research capacity will be
energised and proven quality will become the yardstick for
allocating the research capacity and resources to individuals
and programs.
Education model Bachelor programs
The Faculty offers disciplinary education in four domains:
Language, Media & Culture, (Art) History and Philosophy &
Religious Studies. Additionally, the Faculty will provide the
broad Bachelor’s degrees TCS and Liberal Arts & Sciences.
The new education structure focuses on:
- Cohesion: the (disciplinary) majors have a
clear construction, context and curriculum
- community: the construction and didactics
of the majors are aimed at creating a student community
- Humanities profiling: students receive a
broad(er) and solid(er) base in Humanities.
The education is offered in cohesive packages, each
containing 30 study credits. The cohort starting in September
2013 will follow the new educational program.
The education profiling means that it will be applied to
strengthen the Religious Studies, where ample attention is given
to Arabia and the Middle East. The Theology major will be phased
out. The Faculty has also resolved to deconstruct the Bachelor’s
Programme Portuguese Language and Culture and will close
registration as from September 2014.
Teaching load model: DCU (Docent Uur or
Teaching hour), a new model
The Teaching Load model, which was developed to achieve a
balanced division of educational tasks, has found various
objections. The TLM was too expensive, rough and unclear (BA
final papers, internships, MA theses and managerial tasks
weren’t well defined). The Teaching Load Model has therefore
been modified and has changed its starting point to one of : ‘
Docent Uur’ (DCU or Teaching hour).
Organisation
The Faculty organisation from 2013 is linked to the four
knowledge domains of Language, Media & Culture, (Art) History
and Philosophy & Religious Studies. The organisation can be
summarised as follows:
Four departments:
- History and Art history
- Media and Cultural Studies
- Languages
- Philosophy and Religious Studies
Six schools: five Undergraduate Schools and one Graduate
School
- History and Art History
- Liberal Arts
- Media and Cultural Studies
- Languages
- Philosophy and Religious Studies
- Graduate School
Four Research organisations:
- Research organisation for (Art)History
- Research organisation for Culture and Literary Studies
- Research organisation for Linguistics (UiL OTS)
- Research organisation for Philosophy and Religious
Studies
Operational management
The operational management (see
organisation chart) follows the new organisational
structure. The starting points are:
- The support will be organised on location
as much as possible: ‘close to home…’.
- The operational management must be
equipped to carry out the ambitions and new responsibilities
that arise.
- The sections will remain but will be
modified where required.
Although a large part of the OBP works on location, the
hierarchical lines run through the sections.
The sections: HR, C&M, the group Facility Management will
more or less deliver the same services without any alterations.
One important change is that we will stop with the Humanities
Science Shop (Kennispunt).
We will examine and implement changes for the sections: F&C
(Finance & Control), OSZ* (Educational and Student Affairs), BBO
(Management and Policy Support) and ICT & Media changes in order
to provide an improved service.

It is
good to know that Margriet Blom agreed to postpone her
FPU-agreement until 1 January 2013. This way, she can
help to implement the proposed changes by OSZ/BBO.

Financial perspective
The Faculty’s financial perspective up to and including 2015 are
derived from the Executive Board’s Framework Paper 2013. The
perspective sketched by the Board is not as negative as was
foreseen in 2012. The austerity target for 2015 is now
€1,650,000 compared to in 2012 (where cuts already amounted to
€1,000,000).
We will relate these developments to the departmental budgets
this summer. |
Invitation for Informative meeting
We can well imagine that after reading this newsletter and
Nota 2015 that there will still be many questions. We heartily welcome
everyone for an informative meeting (in Dutch) on Tuesday 26th June
from 15:00-17:00 hrs. We will discuss the contents of the chapters
in Nota 2015 and answer any questions.
