Nieuwsbrief bezuinigingen en
herprofilering
Beste collega’s,
Deze nieuwsbrief komt een paar dagen eerder uit dan gepland. We hebben
vandaag Horizon 2015-2020, de uitwerking van de strategische
visie van de faculteit Geesteswetenschappen, ter advisering aan de
faculteitsraad gestuurd. Zoals altijd willen we de notitie graag
tegelijk via deze nieuwsbrief aan iedereen in de faculteit ter
beschikking stellen.
Eerdere concepten van het plan hebben we verspreid via de
maandelijkse nieuwsbrief, besproken in diverse vergaderingen en
gepresenteerd tijdens informatiebijeenkomsten. De belangrijkste, bekende,
punten op een rijtje:
- De opleiding Portugees, de hoofdrichting theologie
en het Kennispunt worden gesloten. We onderzoeken of we het theater
kunnen sluiten door samen te werken met Parnassos. Dit laatste zal,
wanneer het doorgaat, ook personele consequenties hebben.
- het onderzoek sluit steeds meer aan op externe
ontwikkelingen en maatschappelijke vragen en zoekt uitdrukkelijk
aansluiting bij de focusgebieden, strategische thema’s, Topsectoren
en EU Grand Challenges/Horizon 2002.
- De onderzoekscapaciteit wordt gedynamiseerd.
- Het onderwijs richt zich op samenhang, community
en geesteswetenschappelijke profilering. Het onderwijs wordt
aangeboden in samenhangende pakketten van 30 ec. Het Teaching Load
Model is bijgesteld en heeft als uitgangspunt het Docent Uur.
- De facultaire organisatie bestaat uit vier
departementen, zes schools, en vier onderzoekorganisaties. De
bedrijfsvoering wordt zoveel mogelijk op locatie georganiseerd. De
ketens blijven bestaan, maar worden waar nodig aangepast.
- Afgezien van de in 2011 ingezette bezuiniging, kan
de faculteit alleen financieel gezond worden wanneer structureel en
over de volle breedte wordt ingegrepen.
Vergeleken met de versie van vlak voor de zomer, is het meeste dus
niet nieuw. Een belangrijke toevoeging in Horizon 2015-2020 vormt
vooral de financiële en personele uitwerking van de strategie:
- We hebben 3,7 m€ aan bezuinigingen concreet
ingevuld.
- We hebben inhoudelijk in het onderwijs en
onderzoek keuzes gemaakt in lijn met wat we al eerder aangegeven
hebben. Cursusreductie, het beëindigen van 2 opleidingen/programma’s,
verlaging standaardtoewijzing onderzoekstijd en een taakstelling
voor de ondersteuning leiden tot een fte-reductie in de eerste
geldstroom bij het WP van 30 fte en bij het OBP van 16 fte.
- Na de reductie die het opheffen van Portugees,
Theologie, Kennispunt en theater met zich meebrengt blijft een
teruggang in fte nodig van 11,4 fte WP en 10,4 fte in het OBP. We
hopen dit met zomin mogelijk gedwongen ontslagen op te vangen. Dit
betekent dat het vervangen van natuurlijk verloop in de komende tijd
alleen mogelijk is wanneer dit vastgelegd is in een, nog te maken,
vervangingsplan.
Inhoudelijk zijn de belangrijkste veranderingen ten opzichte van de
eerdere versie:
- Islam & Arabisch blijft een aparte opleiding,
naast de opleiding Religiewetenschap.
- We hebben een investeringsplan geschreven om alle
onderwijs- en onderzoeksvernieuwing te kunnen realiseren. We willen
investeren in de ontwikkeling van didactiek, matching en begeleiding,
honoursprogramma’s, een flexibel eerste jaar, en nieuw masterplan
Masters, de herprofilering van CIW, een basisvoorziening Klassieken,
Areastudies Azië, versterking Instituties, infrastructuur
Linguďstiek, versterking van het Ethiek Instituut en het Descartes
Centre. Aan het College van Bestuur hebben we hiervoor extra
middelen gevraagd.
De omvang van de veranderingen is groot (samenvoegen van
departementen, veranderingen in de ondersteuningsorganisatie, opheffen
van onderdelen in onderwijs, onderzoek en bedrijfsvoering, bezuinigingen).
Daarom is een reorganisatie noodzakelijk. We bespreken dit met de
faculteitsraad op 21 september en vragen hun advies over deze
strategische visie voor de toekomst.
Horizon 2015-2020 is een goed plan, vinden wij, om de
faculteit in de komende jaren excellent en gezond te houden.
Tegelijkertijd realiseer ik mij maar al te goed hoe pijnlijk aspecten
ervan kunnen en zullen zijn voor sommige medewerkers die getroffen
worden door de bezuinigingen.

Volgende nieuwsbrief en
informatiebijeenkomsten
Horizon 2015-2020 is een facultair plan, waarbij de consequenties
voor departementen en ketens verschillend zijn. Als departementen of
ketens dat willen, komen wij als faculteitsbestuur graag langs om het
plan, specifiek voor dat onderdeel, toe te lichten en vragen te
beantwoorden.

Newsletter Budget
cuts and re-profiling
Dear Colleagues,We sent Horizon 2015-2020,
the development of the strategic vision for the Humanities Faculty, to
the Faculty Council on Tuesday so that they can advise on it. As always,
we would like to make the paper available to everyone in the faculty by
way of this newsletter.
Previous concepts from the plan were distributed by way of the
monthly newsletter, discussions in various meetings and presented during
the informative meetings. The most important and known points in a row:
- We will stop with the BA Portuguese, the Theology
major and the Humanities Science Shop. We are exploring the
possibility of closing the theatre by working together with
Parnassos. This last point, when it takes place, will also have
consequences for personnel.
- The research is becoming increasingly aligned to
external developments and social issues and is seeking explicit
connections to the focus areas, strategic themes, Top sectors and EU
Grand Challenges/Horizon 2002.
- The research capacity will become more dynamic.
- The education directs itself at cohesion,
community and the Humanities profiling. The courses will be offered
in cohesive packages of 30 study points. The Teaching Load Model has
been modified and takes as its starting point the Docent Uur (DCU or
Docent Uur).
- The faculty organisation consists of four
departments, six schools and four research organisations. The
operational management will be organised on location as much as
possible. The sections will remain but will be modified where
required.
- Aside from the austerity measures deployed in
2011, the faculty can only become financially healthy when we
intervene structurally and across the board.
Most of this information is not new when compared to the version
provided just before the summer. An important addition to Horizon
2015-2020 consists primarily of the strategic developments in
finances and personnel:
- We have achieved concrete budget cuts of € 3.7
m.
- We have made substantive choices regarding
education and research in-line with our previous specifications.
Course reductions, ending the 2 programs, reducing the standard
allocation of research time and setting the tasks for the
support functions leads to a reduction of FTE of 30 in the
direct funding for the Scientific staff and a FTE of 16 for the
Administrative and Support staff.
- After the reductions achieved by abolishing
the Portuguese BA and Theology major, the Humanities Science
Shop and theatre, further reductions are still required of a FTE
of 11.4 for Scientific staff and a FTE of 10.4 for the
Administrative and Support staff. We hope that we can achieve
this with as few compulsory redundancies as possible. This means
that it is only possible to follow a natural course for future
replacements if this is established in a, as yet to be
formulated, replacement plan.
The most important substantive modifications in regards to
the previous version are:
- Islam & Arabic remains a separate BA, as
does the BA Religious Studies.
- We have written an investment plan in
order to achieve all the renewals in education and research.
We want to invest in the development of didactics, matching
and supervision, honours programs, a flexible first year and
a new master plan for Master’s, the re-profiling of CIW, a
basic provision of Classics, Asian Area studies,
reinforcement of the Institutes, the Linguistics
infrastructure, reinforcement of the Ethnic studies and the
Descartes Centre. We have requested extra resources from the
Executive Board to this end.
The scope of the changes is extensive (merging
departments, changes in the support organisation,
elimination of educational components, research and
operational management and budget cuts) which is why
reorganisation is necessary. We will discuss this with the
Faculty Council on September 21st and request their advice
on this strategic vision for the future.
We think that Horizon 2015-2020 is a good plan in
order to keep the faculty excellent and healthy in the
coming years. At the same time, I realise all too well how
painful certain aspects can and will be for some employees
who will be affected by the budget cuts.

Horizon 2015-2020 is a faculty plan that has
different consequences for both departments and sections.

answer any questions regarding the specific, relevant plans.
