Aanleiding en noodzaak tot reorganisatie
Zoals jullie weten, staan sinds september 2011 in onze faculteit de onderwerpen profilering van onderwijs en onderzoek, kennisvalorisatie, de facultaire organisatievorm, ondersteuning en bezuinigingen hoog op de agenda. Afgelopen september presenteerden we de koers in Horizon 2015-2020. Met een deel van de onderwijsveranderingen (zie onderwijsnieuwsbrief van 6 december) en onderzoeksvernieuwing zijn we al van start gegaan. Daarnaast was het ook meteen duidelijk dat, om alle ambitieuze doelstellingen te halen, een reorganisatie nodig zou zijn.

In deze nieuwsbrief zullen we het voornemen tot reorganisatie toelichten. Op 14 december bespreken we het voornemen tot reorganisatie met de Faculteitsraad. In februari moet dit voornemen uitgewerkt zijn tot een reorganisatie- en uitvoeringsplan. De start van de nieuwe organisatie staat gepland voor 1 juli 2013.

Horizon 2015-2020: een nieuwe organisatie op 1 juli 2013
Het doel van de reorganisatie is het realiseren van een sterk en duurzaam profiel van de faculteit Geesteswetenschappen, zoals beschreven in de nota Ambitie en krimp en de nota Horizon 2015-2020, en een adequate ondersteuning door de bedrijfsvoering. Hiermee wordt bovendien een deel van de taakstellende bezuiniging voor 2015 gerealiseerd die onderdeel is van het totale Horizon-programma.

Vooruitblik
Een van de vervolgstappen is het vaststellen van een reorganisatieplan.We vinden het echter belangrijk om nu al het scenario te schetsen hoe onze faculteit er na de reorganisatie uitziet. We willen duidelijkheid geven om de periode van onzekerheid voor iedereen zo kort mogelijk te houden. Bovendien hebben we zo meer tijd om voor de medewerkers en studenten oplossingen uit te denken en te starten met de realisatie daarvan. En dat is nodig, want, zoals de meesten van jullie zullen weten, heeft Horizon 2015-2020 ook een schaduwzijde.

Een aantal aspecten van de voorgenomen reorganisatie is pijnlijk. De medewerkers van Portugees, de disciplinegroep Theologie, het Theater en het Kennispunt worden direct getroffen. Het voornemen is dat hun functie niet meer zal terugkomen in de nieuwe organisatie per 1 juli 2013. We hebben de afgelopen dagen de mensen die het betreft persoonlijk geïnformeerd over het voornemen tot reorganisatie en de consequenties daarvan. Vanzelfsprekend zullen we alles in het werk stellen om de betrokken medewerkers te begeleiden en helpen om nieuw werk te vinden.

De verwachte veranderingen naar aanleiding van het voornemen tot reorganisatie
Vanaf 1 juli 2013 zal er geen onderwijs meer verzorgd worden op het gebied van Portugees en Theologie. Met de zittende studenten maken we individuele, goede, afspraken om hun opleiding af te kunnen ronden. We werken daarvoor samen met andere universiteiten. We stellen alles in het werk om een goede afronding mogelijk te maken en hebben daar ook geld voor gereserveerd.

Per 1 september 2013 worden de activiteiten van Media- en Cultuurwetenschappen die nu in U-theater Studio T plaatsvinden, ondergebracht bij Parnassos. Dit is het resultaat van een uitgebreide verkenning naar aanleiding van Horizon 2015-2020. De keuze voor Parnassos is ingegeven door de vaststelling dat dit een stap voorwaarts is voor de opleiding Theaterwetenschap, die het profiel in 2013 gaat vernieuwen en daarvoor in Parnassos een prachtig nieuw thuis vindt. Parnassos heeft een theaterzaal, repetitieruimtes, oefenstudio’s, een grote muziekzaal, opslagruimtes, leslokalen en een eigen bar. Parnassos is in het weekend geopend en heeft als theaterorganisatie veel mogelijkheden, zoals digitale kaartverkoop. Onze komst is voor Parnassos een belangrijke toevoeging aan het portfolio, waarmee zij haar rol als cultureel centrum voor de hele Universiteit Utrecht in de breedte versterkt. En niet in de laatste plaats is dit ook een belangrijke ontwikkeling voor de faculteit Geesteswetenschappen, die hiermee de positie van de opleiding Theaterwetenschap in haar midden verankert en een toekomstbestendige invulling geeft. Destijds was de oprichting van U-theater Studio T noodzakelijk om een plek te creëren voor de interactie tussen theorie en praktijk binnen de opleiding Theaterwetenschap. Hoe belangrijk U-theater Studio T ook is geweest, in de huidige situatie is de verplaatsing van de theaterpraktijk naar een andere locatie de beste manier om de verdere ontwikkeling van de interactie tussen theorie en praktijk binnen de opleiding vorm te geven. Daarbij worden ook andere activiteiten waarvoor U-theater Studio T van belang was, meegenomen. Het U-Theater Studio T wordt gesloten per 1 juli 2013 als theatervoorziening.

Het Kennispunt zal per 1 juli 2013 worden gesloten. Rondom de onderwijsprogrammering in januari zullen we besluiten in hoeverre het cursusaanbod van het Kennispunt wordt overgenomen door een School.

Daarnaast willen we een aantal structuurverbeteringen organiseren. We gaan van zes naar vier departementen. De huidige ketens OSZ en BBO gaan op in nieuwe ketens: Studentenzaken, Onderwijs en Onderzoek en Bestuurlijke Ondersteuning. We zijn van plan een Research Support Office te vormen in de keten F&C uit het huidige EU Liaison Office. En we willen lokale ondersteuningsteams inrichten.

De precieze en complete beschrijving van het voornemen tot reorganisatie zoals die is vastgesteld door het Faculteitsbestuur en het college van bestuur, vinden jullie hier.

Koffie-bijeenkomst aanstaande maandag om 9.00 uur
We willen jullie ook, als aanvulling op deze nieuwsbrief, zo spoedig mogelijk mondeling informeren over het voornemen tot reorganisatie, en vragen beantwoorden. We nodigen jullie daarom uit voor een koffie-bijeenkomst maandag aanstaande van 9.00-10.00 uur in de Maskeradezaal, Academiegebouw. Er zullen in het nieuwe jaar overigens nog meer informatie-bijeenkomsten worden georganiseerd.

Resolution to reorganise
Last Tuesday we reached an agreement with the Executive Board about the resolution to reorganise. We would like to inform you, as soon as possible, as to what that means and the subsequent consequences thereof by way of this newsletter and at a coffee meeting next Monday (10 December) at 9.00 hrs.

Reasons and necessity to reorganise
As you are aware, the subjects of education & research, knowledge valorisation, the faculty organisational forms, support and austerity have been high on our Faculty’s agenda since September 2011. We presented the proposed course last September in Horizon 2015-2020. We have already started with some of the changes in education (see Education Newsletter of 6 December) and research renewal. It was also immediately obvious that we would need to reorganise in order to achieve all the ambitious objectives.

In this newsletter we would like to further elaborate on the resolution to reorganise. We discussed these reorganisational resolutions with the Faculty Council on 14 December. These resolutions must be developed into a reorganisation and implementation plan in February. The new organisation is planned to start on 1 July 2013.

Horizon 2015-2020: a new organisation on 1 July 2013
The goal of the reorganisation is to achieve a strong and durable profile for the Faculty of Humanities, as described in the paper Ambitie en krimp (Ambition and Shrinkage) and the Horizon 2015-2020 paper, and provide adequate support for the operational management. In this way, part of the prescriptive budget cuts will be achieved as part of the total Horizon programme.

Preview
One of the following steps is to develop a reorganisation plan. We consider it important to give you a preliminary sketch of how the Faculty will look after the reorganisation. We wish to provide clarification in order to keep the period of uncertainty as short as possible for everyone. Moreover, this gives us more time to consider the solutions for the staff and students and to start implementation thereof. And that is necessary because regrettably, Horizon 2015-2020 also has its downside.

A number of aspects in the proposed reorganisation are painful. The staff of Portuguese, the Theology group, U-Theatre Studio T and Humanities Science Shop will be affected directly. The plan is that their functions will not be reinstated after the new reorganisation as from 1 July 2013. In the past few days we have personally informed those concerned about the resolution to reorganise and the consequences thereof. Naturally, we will do everything we can to support the staff in finding new employment.

The expected changes as a result of the resolution to reorganise
We will no longer provide courses in Portuguese and Theology from July 1, 2013. We will make individual arrangements with the students currently following these studies so they can complete their education. We are working jointly with other universities in order to achieve this. We will do all we can in order to enable the proper finalisation and have also reserved funds for this purpose.

As of 1 September 2013, the Media and Culture Studies activities that currently take place in the U-Theatre Studio T will be accommodated at Parnassos. This is the result of extensive explorations resulting from Horizon 2015-2020. The choice of Parnassos was prompted by the observation that this will be a step forward for the Theatre Studies programme that will be renewing its profile in 2013 and as such, will find a wonderful new home in Parnassos. Parnassos has a theatre hall, rehearsal rooms, rehearsal studios, a large music hall, storage facilities, classrooms and its own bar. Parnassos is open at weekends and has ample potential as a theatre organisation, for example with digital ticket sales. Our arrival is an important addition to Parnassos’ portfolio, broadly reinforcing its role as a cultural centre for Utrecht University. Last but not least, this is also an important development for the Faculty of Humanities that will hereby embed the Theatre Studies programme in its core, providing it with a future-proof interpretation. The establishment of the Uni. theatre Studio T was previously required to create a place for the interaction between the theoretical and practical elements within the Theatre Studies programme. However important the U-Theatre Studio T has been, in the current situation, the best way to continually develop and form the interaction between the theoretical and practical aspects is to move the Theatre Studies practical courses to another location. Other activities that utilised the U-Theatre Studio T resources will also be included in the move. The U-Theatre Studio T will close as a theatre facility from 1 July 2013.

The Humanities Science Shop will be closed from 1 July 2013. During the decision making process surrounding the education programming in January we will decide whether the Humanities Science Shop courses will be taken over by a School.

Additionally, we want to organise a number of structural improvements. We are moving from six to four departments. The current sections of Education & Student Affairs and Executive and Operational Support will be incorporated into a new section: Student Affairs, Education & Research and Executive Support. We plan to form a Research Support Office in the Finance & Control department of the current EU Liaison Office. We also wish to establish local support teams.

As a supplement to this newsletter we also want to verbally notify you about the resolution to reorganise and answer any questions you may have. We therefore invite you to a coffee meeting next Monday from 9.00-10.00 hrs. in the Maskeradezaal, Academiegebouw. In 2013, more meetings will be organised.
